Notice of Race

1. Management

The race is managed and hosted by the Polish Sailing Club of New York. The Żywiec Regatta Race Committee shall have the authority to interpret the rules and conditions of the race.

2. Rules

The race will be governed by The Racing Rules of Sailing 2009-2012 (RRS) and the prescriptions of the US Sailing Association (US Sailing). RRS 51, “Movable Ballast” will have the words “A canting keel may be used” added and RRS 52, “Manual Power” will have the words “The mechanism to cant the keel may be powered by other than manual power” added.
2.1 For PHRF boats the Performance Handicap Racing Fleet (PHRF) Regulations of the Yacht Racing Association of Long Island Sound (YRA of LIS) shall apply.
2.2 For IRC boats the IRC Handicap Rule, Parts 1, 2 and 3 shall apply.

2.5 A boat’s crew weight will be limited to that specified on its rating certificate (PHRF or IRC).
2.6 The rules may be altered by this Notice of Race or the Sailing Instructions.
2.7 For boats in the double-handed division the following will apply: Crew is limited to 2 persons; one person must be at least 18 years old. Wind vanes and/or autopilots may be used without penalty. Safety line (jack lines) will be well secured at each end and on each side of the boat and rigged throughout the race. Double-handed division boats are permitted to utilize radio communication among vessels in the division while racing.

3. Equipment

The IRC & PHRF Minimum Equipment Recommendations of the YRA of LIS for Category A races will apply for ALL boats.

4. Eligibility

The race is open to monohull and multihull boats of at least 24 feet in overall length. Each monohull boat shall hold a valid YRA of LIS PHRF rating certificate or an IRC rating certificate (or both).
For boats without an YRA of LIS PHRF rating certificate a YRA “Guest” rating certificate can be requested from the YRA of LIS using information provided on the YRA of LIS PHRF Data Sheet (see the “PHRF Application and Regulations 2010” on http://www.yralis.org to get the form). “Guest” rating requests must be received by Monday, July 25, 2011.
Multihull boats must hold a valid NEMA rating certificate.
All boats racing IRC must have an IRC rating certificate. IRC boats rating PHRF 51 through 90 may provide “Standard” or “Endorsed” IRC rating certificates. All other boats racing IRC (PHRF 50 or faster) must provide an “Endorsed” IRC rating certificate with the exception of J-44s, J-120s and Farr 395s. The Race Committee may add to this list classes that are exempt from needing “Endorsed” certificates. Racing using IRC ratings will be offered for boats rating PHRF 91 and higher if there is sufficient interest.

5. Entries

Entries shall be made online only through the application link at www.zywiecregatta.com or on the Żywiec Regatta page at www.yachtscoring.com. Additionally, the following shall be submitted by mail or email (the fees listed below shall be paid online by credit card at time of application):

5.1 FOR MONOHULLS WITH A VALID YRA OF LIS PHRF OR VALID IRC RATING CERTIFICATE

A copy of the valid YRA of LIS PHRF or IRC rating certificate (or both) Fee as outlined in Section 5.4

5.2 FOR MONOHULLS WITHOUT A VALID YRA OF LIS PHRF CERTIFICATE

A valid PHRF Rating Certificate from any YRA other than the YRA of LIS (if the boat has one) or a valid IRC Rating Certificate (or both) Fee as outlined in Section 5.4

5.3 FOR MULTIHULLS

A valid NEMA Rating Certificate Fee as outlined in Section 5.4

5.4 FOR ALL ENTRIES

- An entry fee of $180 (or $200 for boats entering both PHRF and IRC) if received by 5:00 PM on Thursday, August 4, 2011
- A LATE ENTRY SURCHARGE of $50 for applications after 5:00 PM on Thursday, August 4, 2011
- Fees will be collected online by credit card at the time of application
- US Sailing Members may discount their entry fee by $25 (US Sailing number required at registration)

- Final entry deadline is Monday, August 15, 2011 at 1400 hours – no entries will be accepted after this date

6. Sailing Instructions

Sailing instructions will be emailed to all entrants and will be available at www.zywiecregatta.com and the Żywiec Regatta page at www.yachtscoring.com

7. Start

The first warning signal will be at 1400 hours on Thursday, August 18, 2011. The starting line will be approximately 2 nm north of the light at the end of Glen Cove Breakwater in Hempstead Harbor. Divisions may be started together. The starting sequence will be explained in the Sailing Instructions.

8. Division Assignments

PHRF boats must elect either the spinnaker fleet or the non-spinnaker fleet. The spinnaker and non-spinnaker fleets will be scored separately. IRC boats may also elect to be scored PHRF. IRC and PHRF boats will start together. Multihulls will sail and be scored as their own fleet.

9. Skippers' Meeting

There will be a Skippers’ & Crew Meeting on Wednesday, August 17th commencing at 1900 hours. The location of the Meeting will be announced at a later date. More details about this will be published at www.zywiecregatta.com and the Żywiec Regatta page at www.yachtscoring.com

10. Course

The course is from the Start (see above) leaving Orient Point Lighthouse and Montauk Point to starboard, to the finish off the Breezy Point at the tip of Rockaway Peninsula.
All government marks and station buoys may be disregarded at the discretion of each boat.
The course will be considered 190 nm for scoring purposes.

11. Alternative Penalties

The Protest Committee may apply a penalty of one (1) hour added to the elapsed time of a boat in lieu of disqualification for infringement of:
- a rule of Part 2 not resulting in serious damage,
- rule 29.1,
- rule 31 or
- sailing Instructions – “Starting Line and Starting”.

12. Time Allowances

PHRF time allowances will be “time on distance” based on YRA of LIS “distance race” ratings and a distance of 190 nautical miles. The IRC classes will be scored using the IRC Time Correction Factor using “time on time”. Multihull time allowances will be according to the NEMA By-Laws and a course length of 190 nm.

13. Time Allowances

DIVISIONAL TROPHIES WILL BE AWARDED TO THE TOP THREE BOATS IN EACH DIVISION. THE FOLLOWING ADDITIONAL TROPHIES WILL BE AWARDED (others may be added):

Double Handed Division
Team Trophies (top three teams)
Fleet Trophies (PHRF Spinnaker, PHRF Non-Spinnaker, IRC, & Multihull – top three in each)
First To Finish (Monohull & Multihull)
Mercedes Trophy (First to Start)
Commodore Trophy (Best corrected time by a PSC boat)
Siedlecki Trophy (top IRC boat)
Żywiec Trophy (top PHRF boat)

14. Awards Presentations

Awards will be presented at the Awards Celebration Party on Sunday, August 21, 2011 in Gateway Marina (3260 Flatbush Ave., Brooklyn, NY 11234). The party will begin at 1400 hours. The awards ceremony will begin at 1700 hours.
